The main reason for this is that they won't be felt within the beat. They easily remain in the background, hiding away from the listener's ears making the beat sound smooth throughout the song. As a rule of thumb, keeping volume low when using pads to fill space reduces distraction. Your aim is to ensure that the listener does not realize that spaces within the beats have been filled using pads. If the volume is high when using pads, it's likely the listener will realize this.

* Changing directions - The pads can also help you change directions in a beat as you go from the intro to the verse to the chorus. They can fill the gaps created when making these transitions.
